Initial
applications for payments under the Dairy Exit Program closed on 30
June 2002. The following details are provided for information only.
Individuals who were granted a payment right under the DSAP Scheme
and wish to leave agriculture, had the option to keep the standard payment
right, or alternatively apply for a tax-free payment of up to $45,000
under the Dairy Exit Program.
The Dairy
Exit Program payment replaces any other payments that might have been
offered under the Dairy Structural Adjustment Program.
Applicants
could qualify for a Dairy Exit Program payment if:
- their
enterprise met criteria similar to those that apply to the Restart
Re-establishment Grants under the Farm Family Restart Scheme;
- they had
been dairying on the one farm continuously for at least two years
before making an application; and
- they had
less than $157,500 in assets after the sale of their farm.
The Dairy
Exit Program payment is subject to an assets test.
The amount
of the payment is reduced by $2 for every $3 where a farmer's net assets,
after selling the farm, exceed $90,000. The value of the net assets
includes the value of the family home if it has been annexed from the
farm enterprise, but excludes up to $10,000 of household contents and
personal effects.
Dairy Type Grant
The Farm Help Re-establishment Grant Scheme (FHRG) provides for Dairy Structural Adjustment Program Scheme (DSAP) and Supplementary Dairy Assistance Scheme (SFDA) entitlement holders to access exit assistance under the FHRG scheme click here.
The changes provide the same level of benefits to DSAP and SDA entitlement
holders as they enjoyed under the Dairy Exit Program.
The FHRG provides eligible entitlement holders with payments of up
to $50,000 tax-free and access to a retraining grant of $5,500. The
total amount of the exit payment will be based on an assets test and
eligibility requirements applied under the FHRG scheme.
DSAP and SDA entitlement holders who are eligible for an exit grant will have this grant reduced by the amount of DSAP and SDA payments received, as well as having all future entitlements under the DSAP and SDA schemes cancelled.
