The Dairy Adjustment Authority is supported, through service agreements, by other agencies as indicated below.

Australian Dairy Corporation

Under Schedule 2 to the Dairy Produce Act 1986 the Australian Dairy Corporation has had two principal roles in relation to the work of the Dairy Adjustment Authority.

The first is to make appropriate restructure payments to eligible dairy producers under the direction of the Authority. The second is to provide the Authority, on request, with the resources and facilities it needs to carry out its legislative functions. This second role comprises the secondment of appropriate Corporation personnel to work under the Authority’s direction, which includes the provision of parttime administration, human resources, computer support, financial services and advice to Authority staff.

The respective roles and responsibilities of the Corporation and Authority are set out in a formal service agreement. Both organisations have discussed and reviewed performance against agreed objectives and budgets during the year.

Throughout the year, the Corporation and Authority have worked closely to manage outsourced activities relating to the register of entitlement holders and payment systems under the DSAP and SDA Schemes. This included cooperative efforts to deal effectively and appropriately with legal issues arising from the settlement of Dairy Structural Adjustment Program and Supplementary Dairy Assistance claims.

From 1 July 2003 the Australian Dairy Corporation's functions in support of the Dairy Adjustment Authority will move to the industry services body under the Dairy Industry Service Reform Act 2003. On 1 July 2003 Dairy Australia Limited will be declared the industry services body by the Minister.

Centrelink

Under a service agreement, the Dairy Adjustment Authority and Centrelink exchanged information in relation to the Dairy Exit Program and other Dairy-type Grant.

Australian Government Department of Agriculture, Fisheries and Forestry

The Dairy Adjustment Authority maintained on-going contact with the department throughout the year, particularly in relation to implementation of the legislation, policy advice and contact with the office of the Minister.
